Parking Association of Australia Inc
The Parking Association of Australia Inc. (PAA) is a not for profit national organisation that represents the best interests of the parking industry whose purpose is to provide leadership, education, technical and other information to the parking profession and related fields.
The Association was formed to bring together the various elements of and promote excellence in the control and management of public parking facilities. Since then it has represented a broad cross section of local government and statutory authorities, parking operators, service providers and suppliers to the parking industry.
The Association’s achievements include the latest developments in parking meter technology, Smart Card technology, parking enforcement equipment trials and financially supporting the establishment of a distance learning education programme with the Monash University.
The bi annual Conventions are aimed primarily at informing the decision makers in the Government sector, developers and owners of and potential owners of properties, and other related professionals, of current best practice, latest technologies, knowledge and information spanning all relevant issues in parking.

Chairperson –
Leyon Parker - President
Leyon Parker has been a member of the Committee since 1994 and President since 2000. He holds professional qualifications in Civil Engineering and postgraduate qualifications in Local Government Engineering and Management.
Leyon is employed as the Group Manager Road and Traffic Engineering at the Hobart City Council where his position includes responsibility for road engineering assets and policy, traffic engineering and the management of the Council's on and off street parking supply. This includes a delegated authority from the Tasmanian State Government for approving all controlled parking allocations. He role also includes the provision of policy advice to the Council on parking requirements under the various planning schemes and State Government regulations.
Prior to joining the City of Hobart in 1982, Leyon was employed by the City of Sydney where from 1970 he was involved in the design and construction of that city’s streetscapes and other road infrastructure projects
The Hobart City Council together with other Australian Capital Cities was a founding member of the PAA and has remained a strong supporter.

Larry Schneider – Honorary Secretary
Larry Schneider is leader of the Luxmoore Parking Consulting team, part of ARRB Group Ltd. With BCom, BA, and BLaw qualifications and more than 20 years experience in parking management and operations in Australia, New Zealand and South Africa, Larry has investigated and reported on diverse parking projects in many countries including China and Qatar.
Larry was executive director of the Wilson Group and has a solid understanding of all aspects of commercial parking operations including feasibility and auditing. He established Australia’s major supplier of on-street and off-street parking equipment and is a leading contributor to parking education programmes.
Larry has presented many workshops and training courses, and is skilled in techniques for stakeholder consultation in regard to parking issues. He assists organisations with strategic plans to upgrade the efficiency and return from their parking assets and has provided expert advice to local, state and private institutions. Larry has been a committee member of the Parking Association of Australia since 1993.

Robin Turner - Treasurer
Mr Turner has 21 years experience in all facets of the parking industry and a qualified accountant. Through his knowledge of the running and management of the Car Parks, he will bring added value to the Management of the McIver Street Car Park.
Robin has held positions at EziPark, KC Park Safe, Wilson Parking and Pasminco Metals.
Robin has taken on a focused role of Business and Property Development to lead EziPark through their expected growth phase. He now manages all new projects with particular focus on feasibility and a mutually beneficial arrangement between EziPark and its Property owners.
Previously as General Manager of EziPark, he was responsible for the management and selective development of EziPark, a division of The Hindmarsh Group of companies. He joined EziPark in February 1997 primarily to manage and operate the Frome Street Car Park and to establish a parking company that will compliment the Group in terms of future construction and development.
Robin’s experience as State Manager South Australia for Wilson Parking allowed him to gain experience and knowledge in the development and management of the operations of parking facilities. He joined Wilson Parking in May 1985 in the position of State Accountant responsible for all accounting and administrative functions associated with the branch. He was appointed Administration Manager in 1990 which included operations responsibilities in addition to the accounting and administrative function. Rob was appointed State Manager in 1991.

Bruce Carpenter
Bruce was elected for his first term on the committee at the Annual General Meeting in Adelaide in 2004.
Bruce has worked in Local Government for Newcastle City Council for 30 years in areas including Property Management, Property Development, Caravan Park Management and Public Golf Course Management. In the mid 1990's he assumed management responsibility of Councils Parking Business. The current business comprises 3 multi deck parking sections (with automated entry/exit equipment), over 300 on street parking machines (multi bay meters and ticket machines) and parking enforcement (with electronic hand held ticket issuing devices). All functions are carried out in-house by 7 permanent and several casual Parking Station Attendants, 3 Parking Meter Technicians and 10 Parking Enforcement Officers. The business turns over in excess of $7.5M a year returning an operating surplus of over $3M per annum to Council.
Bruce is also the current New South Wales Delegate on the Australian National Parking Steering Group which is a national Local Government Group focusing on Parking Enforcement with particular emphasis on promoting a positive image and professionalism of well trained officers. The Steering Group organises an annual workshop, regular newsletters and maintains a web site.

Paul McIlvride
Paul is the Owner and Managing Director of SABAR Technologies Pty Ltd.
A qualified Certified Practising Accountant, Paul commenced his professional career in a Chartered Accounting Practice and following qualification moved to the commercial sector with positions in Sydney, Papua New Guinea and Fiji both in the private sector and Government.
In 1989 he returned to Australia as a Management Consultant with Coopers & Lybrand and commenced his involvement with the Parking Industry as the Chief Executive of the Adams Group of Companies based in Hong Kong.
In 1994 he purchased the business of SABAR and has been developing the market for DESIGNA Car Park Management and Control Systems since mid 1998. The Head Office of SABAR is now located in Adelaide.
A dedicated Parking Industry professional, Paul brings to the committee his extensive experience and expertise as a Car Park Owner, Operator, Equipment Supplier and Consultant.

Michael Sutherland
Councillor Michael Sutherland was elected to the City of Perth in May 1995 and is in his second, non-consecutive term of office as Deputy Lord Mayor. He was previously a City Councillor in Johannesburg, South Africa, from 1982 to 1987.
A barrister and solicitor by profession, the Deputy Lord Mayor has practised in Western Australia from 1988, to date appearing in the Supreme, District, Federal and Magistrates Courts as well as before a number of boards.
Cr Sutherland is Chairperson of the Council’s Parking Committee and Member of the Finance and Budget Committee and Employment Committee. He is a board/committee member of the Perth Regional Planning Committee and the Rod Evans Senior Citizens’ Centre.

Wendy Hamill
Wendy is Principal Consultant with Luxmoore Parking Consultant Pty Ltd and was instrumental in the formation of this niche business in Melbourne 12 years ago.
In her time at Robert Luxmoore, Wendy has provided independent parking consultancy services to a varied national client base including Local Authorities, Institutions, Property Trusts, Retail Centres, Hospitals and Private Clients.
She has had experience in conducting tender processes for car park operations (lease and management) as well as parking equipment tenders. Her other specialties include reviewing revenue controls in car parks, contract managing car park operations as well as preparing feasibility studies, undertaking market studies and preparing operational reviews.

Brad Newton
Brad has recently joined Westfield Limited as their National Car Park Business Manager
Previous to this new appointment, Brad was the National Manager – Australia and New Zealand, of the Wilson Technology Solutions . Wilson Technology Solutions is the representative for the Wilson Group in the Hong Kong based joint venture with the Austrian based world leading access control provider, Skidata, for Vehicle, Ski and Stadium access.
Brad held the role of Senior Operations Manager with Linfox Armaguard encompassing the full spectrum of operational management functions across a large-scale security logistics environment prior to moving to Wilson.
He was a member of the Victoria Police force from 1994 to 2004, and actively performed a range of front-line operational management and supervisory functions whilst in this role.
